Today the programme of professional internship for employees of the AIFC and the Supreme Court of the Republic of Kazakhstan was presented at the Supreme Court in Astana.
The Secretary of State of the Republic of Kazakhstan Gulshara Abdykalikova, Chairman of the Supreme Court Kairat Mami and Governor of the AIFC Kairat Kelimbetov participated in this event.
In December 2016, the Republican Commission on training the personnel abroad awarded 15 employees of the Supreme Court and AIFC presidential scholarships Bolashak for an internship in London upon the Law Society programme.
The internship program is designed for 6 months: from April to September 2017 and includes academic and practical components: 10 weeks of theoretical studies and 5 weeks of practice in courts, leading legal and law offices in the UK.
The programme of professional development of the employees of the Supreme Court and the Astana International Financial Centre has been developed within the special quota allocated since March 2016 by the decision of the Republican Commission on training the personnel abroad in order to retrain Kazakhstan specialists in the world's best training centres.
The Secretary of State G. Abdykalikova noted that including category “Judges and judicial employees” in the Bolashak’s list of priority professions at the present time. “This will allow us to further improve the qualifications of judges and employees of our country for the successful implementation of the task set by the President of Kazakhstan to ensure the rule of law and improve the investment climate in Kazakhstan”, the State Secretary emphasized.
According to K. Kelimbetov, the Governor of the AIFC, human capital potential plays a significant role in the formation of the international financial centre, therefore, the AIFC in conjunction with the Ministry of Education of the Republic of Kazakhstan has developed a special training programme for employees.
“In order to attract financial resources to the economy of the state and form new capital flows, the AIFC needs highly-qualified specialists”, Kelimbetov said.
In his turn, the Chairman of the Supreme Court of the Republic of Kazakhstan K. Mami, addressing the scholarship holders, noted that the Astana International Arbitration Centre (AIAC) will be created in Astana for implementing the 24th step of the Plan of the Nation. It will aim to resolve investment disputes by means of the financial court, using Anglo-Saxon law and English language in the legal proceedings. “In this regard, it is necessary to train judges abroad for learning the Anglo-Saxon legal system,” Mami said.
AIFC. In December 2015 President of the Republic of Kazakhstan Nursultan Nazarbayev signed the Constitutional law “On the Astana International Financial Centre” (AIFC). The aim of the AIFC is to form a leading international centre of financial services. For the first time in the post-Soviet region, Common law framework will be introduced in the AIFC. English shall be the official language of the AIFC.
The objectives of the AIFC are to attract investment into the economy through the establishment of an attractive environment for investment in the financial services, develop local capital markets, ensuring their integration with the international capital markets, and develop markets for insurance and banking services and for Islamic financing in the Republic of Kazakhstan.
