On August 27, the International Symposium "The Internet Era: The Rule of Law, Human Values, State Independence" (hereinafter - Symposium), dedicated to the 30th anniversary of the Independence of the Republic of Kazakhstan, was held online at the Astana International Financial Centre (hereinafter - AIFC). The event, organized by the Constitutional Council of the Republic of Kazakhstan in cooperation with AIFC.
Symposium was opened by the Chairman of the Constitutional Council, Kairat Mami, mentioned that Independence is a national treasure. The current Constitution of the Republic has finalized the contours of independence and created favorable conditions for the accelerated development of all spheres.
The special significance of the event was given by the congratulation of the the President of the Republic of Kazakhstan, Kassym-Zhomart Tokayev. The President of the Republic of Kazakhstan mentioned that the development of the state takes place on the basis of the Constitution, in full accordance with its letter and spirit. All major achievements on the path of the modern state and civil society are based on the Basic Law adopted by the will of the people. Mentioning the relevance of the topic of Symposium, the President of the Republic of Kazakhstan noted that the scale and speed of digital development pose serious tasks for the international community – to ensure respect for the fundamental rights and freedoms of human and citizen, to protect their legitimate interests, to eliminate digital inequality, to preserve the digital independence of society and the state.
The forum participants were addressed with welcoming words: Gianni Buquicchio, President of the European Commission for Democracy through Law of the Council of Europe (Venice Commission); Erna Hayrian, Chairman of the Court of the Eurasian Economic Union, and Frauke Bachler, Director General of the German Foundation for International Legal Cooperation.
The speakers of the Symposium were the chairmen and judges of the constitutional justice bodies of Azerbaijan, Algeria, Armenia, Bangladesh, Belarus, Bulgaria, France, Germany, India, Indonesia, Jordan, Korea, Kyrgyzstan, Latvia, Malaysia, Morocco, Moldova, Romania, Serbia, Tajikistan, Thailand, Turkey, Uzbekistan, Ukraine and other countries. The event was also attended by heads of state structures of Kazakhstan and legal scientists.
Symposium is dedicated to current topics and consists of three sessions: digitalization and national sovereignty, the guarantee of human rights and freedoms in the conditions of the Internet, increasing the responsibility of state bodies to society and the individual.
In the first session, the Chairman of the Agency of the Republic of Kazakhstan for Strategic Planning and Reforms, the Governor of the Astana International Financial Centre, Kairat Kelimbetov made a report and said about the role of the AIFC in digitalization and the evolution of the legal system:
"The Supreme Court provides significant support to the Court and the International Arbitration Centre that among other activities allows the AIFC to achieve significant results. One instance of legal and digital evolution is the dispute resolution system of AIFC Court and AIFC International Arbitration Centre, which introduced the first electronic justice system in the Central Asian region, e-Justice. Using the e-Justice system, you can file a claim to the AIFC Court from anywhere in the world."
The International Symposium is an event that completes the mission of the Constitutional Council of Kazakhstan as the Chairman of the Association of Asian Constitutional Courts and Equivalent Institutions. At the end of the event, it is planned to transfer the flag of the organization to the Constitutional Court of Mongolia.

Astana International Financial Centre was established on the initiative of the First President of the Republic of Kazakhstan – Elbasy Nursultan Nazarbayev as part of the National Plan "100 steps to implement five institutional reforms". On July 2, 2020, as part of the meeting of the AIFC Management Council, the Center's Development Strategy was adopted until 2025.
