Nurlan Toimbek was born on July 1, 1983 in Almaty, Kazakhstan. He is a graduate of the Eurasian National University of International Relations, the Kazakh University of Economics, Finance and International Trade of Economics and Business and the Institute of Diplomacy and Foreign Relation of Malaysia.
Mr. Toimbek began to work as a Lead Engineer for the JSC NC Kazakhstan Temir Zholy in 2004. He joined the Ministry of Foreign Affairs of Kazakhstan in 2005 and was posted to Malaysia in 2006 as a Third Secretary of the Embassy of Kazakhstan. From 2008 to 2012 he worked as an Expert Consultant at the Executive Office of the President of Kazakhstan. From 2012 to 2016 Mr. Toimbek was posted to Singapore as a Counselor of the Embassy of Kazakhstan.
In 2016 Nurlan Toimbek started working for the Astana International Financial Centre as a Senior Consultant to the Governor, then was appointed as a Director of the Department of Visa Regulations. From 2017 to present he is a Head of the AIFC Expat Centre.
He holds the diplomatic rank of First Secretary of I class.
Nurlan Toimbek is fluent in Kazakh, Russian and English, he is married with three children
