AIFC Management Council


The AIFC Management Council is a permanent collegial body chaired by the President of the Republic of Kazakhstan, the supreme governing body of the AIFC. The Council determines strategic directions for the development of the AIFC and fosters the development of favourable conditions for establishing the AIFC as a leading international financial centre. The Council is authorised to adopt AIFC Acts, determine the structure of the AIFC Bodies, the composition of the AIFC Court, the basis for the establishment of the International Arbitration Centre, approve annual reports on the activities of the AIFC, etc.

Renat Bekturov

AIFC Governor


Mr. Renat Bekturov, an accomplished executive and seasoned financial services professional with over 16 years of experience. He is a member of the Presidential Youth Personnel Reserve.

Before his appointment as AIFC Governor, he chaired the AIX Board (from 2021 to 2023), acted as the CFO of the Exchange, led projects related to shareholder engagement, defining strategic priorities, and overseeing its creation (from 2017 to 2021).

He participated in the formation of the AIFC, and played a critical role in developing the asset management and capital market development areas as a department director (from 2016 to 2017). He worked as the project manager of the Department of Entrepreneurship and Innovation at Baiterek National Management Holding JSC in 2016 and played an active role in the development of the Program "Competitive Leaders - National Champions".

From 2014 to 2016, he held the position of the head of the Treasury at the National Investment Corporation of the National Bank of Kazakhstan, where he was a member of the Investment Committee and played a critical role in launching investment programs in hedge funds and private equity funds. Prior to this, he worked at the Development Bank of Kazakhstan from 2009 to 2014, where he participated in a number of landmark deals in the debt capital market, including the first sukuk issue in the CIS region. His career in financial services began in 2007 when he was appointed as the head of the Problem Loan Department at ABN AMRO Bank Kazakhstan JSC.

He has been a guest lecturer on corporate finance at KazGUU Graduate School of Economics. He has also been a dedicated trainer of the CFA program at AIFC, where he has trained numerous employees in corporate finance, financial instrument evaluation, and investment portfolio management.

Renat Bekturov holds an Honors Degree in International Relations from Al-Farabi Kazakh National University and Masters Degree in Banking and Finance from the University of Leicester in the United Kingdom. In addition to his academic achievements, he is also a Chartered Financial Analyst (CFA Charterholder).

He was awarded the prestigious "Altyn Belgi" badge. He speaks Kazakh, Russian, and English fluently.
