On November 4, 2021, the AIFC Green Finance Centre held a webinar on “Public-private partnerships for sustainable development” in cooperation with the AIFC Business Connect Ltd. and Unicase Law Firm.

Speakers at the webinar made presentations on the legal regulation of public-private partnership projects in the Republic of Kazakhstan, structuring public-private partnership projects in the AIFC, as well as public-private partnership as a form of raising funds for the implementation of sustainable projects.

Nurlan Kubenov, Senior Associate at Unicase Law Firm, made a presentation on overview of the legal regulation of PPP projects in Kazakhstan and spoke about the development of PPP legislation in Kazakhstan, the legal basis for PPP, the main differences between PPP and concession, as well as recent changes in PPP legislation.

Elena Ten, Senior Manager of the Investments Department of AIFC Business Connect Ltd., made a presentation on structuring public-private partnership projects in the AIFC. Elena made a detailed presentation on the AIFC privileges for structuring PPP projects, defining the project structure, internal review and verification of projects, as well as instruments for successful project implementation.

Roza Nurtazina, Financier of the AIFC Green Finance Centre Ltd., presented the topic of public-private partnership as a form of raising funds for the implementation of sustainable projects. Roza spoke about the types of sustainable finance instruments, the eligible green project categories, the benefits of issuing green bonds, the social project categories, the green bonds issuance process and gave examples of bond financing in the foreign countries.
