AIFC strengthens cooperation with ICAO in the field of environmentally sustainable aviation development
A meeting was held at the Astana International Financial Centre (AIFC) between AIFC representatives, Nicolas Rallo, Regional Director of the International Civil Aviation Organization’s European and North Atlantic Bureau (ICAO EUR/NAT), Saltanat Tompiyeva, Chairperson of the Civil Aviation Committee, and representatives of the Aviation Administration of Kazakhstan.
Participants discussed joint initiatives in the field of environmentally sustainable aviation development. It was noted that AIFC plays an increasingly prominent role in promoting green and technological solutions that facilitate decarbonization in the region.

During his opening speech Chairman of the Management Board of the AIFC Authority, Bakhtiyar Tleubekov emphasized the importance of partnerships with international organizations for the implementation of innovations and the development of a sustainable aviation ecosystem.
“The AIFC strives to strengthen international cooperation and serve as a platform uniting government agency, businesses, and the expert community to develop a modern and competitive aviation ecosystem in Kazakhstan and the region. As part of one of the Aviation Finance Hub’s initiatives, we are creating a platform for the development of environmentally sustainable projects and support for green initiatives, laying the foundation for cleaner, more efficient, and more sustainable air transport,” noted the AIFC representatives.
During the meeting, the AIFC Administration presented the activities of the Centre and its specialized division, the Aviation Finance Hub, created to develop the aviation financial ecosystem, including financing and leasing of commercial and cargo aircraft, training, sustainable aviation, support for aviation projects, attracting investment, and developing international cooperation. It was emphasized that the AIFC, as a strategic financial and investment hub of the region, actively promoting projects in financial services, fintech, Islamic and green finance, as well as sustainable development initiatives. The dialogue with ICAO reaffirmed Kazakhstan’s commitment to global goals and best international practices in the field of civil aviation.

The meeting concluded with the signing of a Memorandum of Understanding (MoU) between the Aviation Administration of Kazakhstan (AAK) and the AIFC Authority. The document is aimed at strengthening partnership, exchanging international expertise, and promoting the principles of environmentally sustainable development in the aviation sector. The partnership provides for joint initiatives, knowledge sharing, and the implementation of environmentally responsible practices within Kazakhstan’s aviation ecosystem.
The cooperation between the AIFC, ICAO, and national aviation authorities reflects the Centre’s commitment to the principles of sustainable growth and efforts to strengthen Kazakhstan’s position as a regional leader in green aviation.
