Bakhtiyar Tleubekov Appointed Chairman of the Management Board of the AIFC Authority

Bakhtiyar Tleubekov has been appointed Chairman of the Management Board of JSC Astana International Financial Centre (AIFC) Authority. He previously served as Chief Financial Officer and Head of Administration within the organisation. The decision was approved by the Authority’s Board of Directors on 28 June 2025.
Renat Bekturov, Governor of the AIFC, stated: “We are pleased to announce the appointment of Bakhtiyar Tleubekov as Chairman of the Management Board of the AIFC Authority. Supporting and promoting internal talent that has demonstrated a high level of efficiency and responsibility is a cornerstone of AIFC’s HR policy. I am confident that Mr Tleubekov’s experience and skill set will contribute to the continued progress of the financial centre across all strategic areas.”
The AIFC Governor also expressed his gratitude to Yernar Zhanadil, the outgoing Chairman of the Management Board, for his valuable contributions to the development of the financial centre and his role in advancing its strategic objectives.
Mr Tleubekov joined the AIFC team in 2018, beginning as a Senior Specialist, then Director of the Investment Solutions Department. He later held the position of Deputy CEO of the AIFC subsidiary – AIFC Business Connect Ltd., where he oversaw the promotion of the financial centre’s potential, the structuring of investment deals, and the support of companies operating within the AIFC ecosystem.
From February 2023 until his current appointment, Bakhtiyar Tleubekov served as Chief Financial Officer and Head of Administration at the AIFC Authority.
He has over 20 years of professional experience in project management, risk management, business development, and strategic planning. Previously, he held key positions at ForteBank, HSBC Bank Kazakhstan, ABN Amro Bank Kazakhstan (later RBS Kazakhstan), and other financial institutions in the country, demonstrating strong performance in driving organizational transformation and managing projects and risks within the financial sector.
