The Management Council of the Astana International Financial Centre was renewed
In accordance with a Decree of the President of the Republic of Kazakhstan dated 21 September 2026, the composition of the Management Council of the Astana International Financial Centre (AIFC) has been updated.
The AIFC Management Council is a permanent collegial body chaired by the President of the Republic of Kazakhstan, the supreme governing body of the AIFC. The Council determines strategic directions for the development of the AIFC and fosters the development of favourable conditions for establishing the AIFC as a leading international financial centre. The Council is authorised to adopt AIFC Acts, determine the structure of the AIFC Bodies, the composition of the AIFC Court, the basis for the establishment of the International Arbitration Centre and approve annual reports on the activities of the AIFC.
The updated composition includes Stephanie von Friedeburg, Global Head of Public Sector at Citi, who succeeds Julie Monaco, formerly Global Head of Government and Public Sector at Citigroup.
AIFC Management Council:
- President of the Republic of Kazakhstan, Chairman;
- Prime Minister of the Republic of Kazakhstan, Deputy Chairman.
Council members:
- Deputy Prime Minister — Minister of National Economy of the Republic of Kazakhstan;
- Governor of the National Bank of the Republic of Kazakhstan;
- Deputy Chief of Staff of the President of the Republic of Kazakhstan, or Assistant to the President of the Republic of Kazakhstan for Economic Affairs, or Advisor to the President of the Republic of Kazakhstan;
- Governor of the Astana International Financial Centre (AIFC);
- Chairperson of the Board of Directors of the Astana Financial Services Authority;
- Chairman of the Board of Directors of the AIFC Exchange (Astana International Exchange);
- Stephanie von Friedeburg, Global Head of Public Sector, Citi;
- Abdulhamid Mohammed Saeed Alahmadi, Member of the Board of Directors of Mubadala Investment Company, Abu Dhabi Developmental Holding Company PJSC (ADQ), and Emirates Red Crescent.
Background information
Stephanie von Friedeburg, Global Head of Public Sector, Citi
Stephanie von Friedeburg has more than 30 years of experience in international finance, infrastructure development, investment banking and public sector engagement.
From 2023 to 2025, she was a Head of DFI Strategic Partnerships at Citi.
From 2015 to 2022, she served as a member of the senior leadership team of the World Bank Group and as Chief Operating Officer of the International Finance Corporation (IFC). Earlier in her career, she held senior positions at IFC across commercial and investment banking, venture capital and private equity. She began her career at the World Bank and IFC in the 1990s.
