The second meeting of the Turkic Green Finance Council expanded cooperation in the field of sustainable finance
The second meeting of the Turkic Green Finance Council was held on 9 September 2026 on the sidelines of the 9th Astana Finance Days forum, Delivering Impact. Capital in Action.
The meeting brought together Secretary General of the Organization of Turkic States (OTS) Kubanychbek Omuraliev, Chairman of the Management Board of the AIFC Authority Bakhtiyar Tleubekov, Chief Executive Officer of the Astana Financial Services Authority (AFSA) Evgeniya Bogdanova, as well as senior officials and representatives of financial regulators, economic and finance agencies, development institutions and stock exchanges from OTS member and observer countries.
“Our shared history, cultural ties and common values have been always uniting us. Today, we are taking another step towards institutionalising cooperation in the key areas of monetary and financial policy and the green transition. The Turkic Green Finance Council is designed to bring these efforts together by transforming political goals into projects attractive for financing, investment instruments, and measurable results” said Kubanychbek Omuraliev, Secretary General of the OTS.
Participants discussed measures to strengthen cooperation in the field of green finance, the further development of carbon markets, improve sustainable finance governance approaches, including those based on Sharia principles, and address the region’s institutional capacity-building priorities and educational needs.
“Since its foundation, the AIFC has consistently supported the development of both green and Islamic finance in Kazakhstan. The expertise and infrastructure built within the Centre enable the practical deployment of financial instruments that support the green economy and attract investment into sustainable projects. This work has received international recognition: today, the AIFC ranks first among financial centres in Central Asia and Eastern Europe in the Global Green Finance Index. At the same time, emerging markets often face challenges in mobilising sufficient capital to scale green and sustainable projects. By joining forces through the Council, we can significantly expand investment opportunities and turn promising projects into tangible outcomes,” saidBakhtiyar Tleubekov, Chairman of the Management Board of the AIFC Authority.
Following the meeting, the parties signed a joint communiqué expanding the Council’s agenda. In addition to green finance, its activities will now encompass a broader range of issues related to the development and promotion of sustainable finance.
“The Turkic Green Finance Council plays a vital role in strengthening cooperation among participating countries, building a regional sustainable finance ecosystem and developing coordinated approaches to shared sustainable development challenges. Globally, demand is growing for projects in resource efficiency, clean energy, sustainable infrastructure and low-carbon technologies. Cooperation among the Turkic states provides a strong regional platform capable of bringing together international partners and investors,” said Evgeniya Bogdanova, Chief Executive Officer of AFSA.
The Organization of Turkic States (OTS) is an intergovernmental organisation uniting Azerbaijan, Kazakhstan, Kyrgyzstan, Türkiye and Uzbekistan. Hungary, Turkmenistan and the Turkish Republic of Northern Cyprus hold observer status. The Economic Cooperation Organization (ECO) also has observer status within the OTS.
The Turkic Green Finance Council was established in November 2024 as an OTS sectoral cooperation mechanism supporting the development of green and sustainable finance. Its permanent secretariat is hosted by the AIFC, while the chairmanship rotates every three years. The Council’s next meeting will take place in Astana in 2027.
